Speech at the distribution of awards to the talented students Bhopal Dated – 02/08/1985
Yesterday was the sixty-fifth death anniversary of Lokmanya Tilak who gave the nation the call “Freedom is my birth right”, at the Congress session at Lucknow, in 1916. Now that we have won freedom, we have to build up the nation.
We have made considerable progress, but we still have miles to go to reach our goal, and for freedom to become a reality. It should be possible for every Indian living in this country to lead a normal life without fear. We should afford equal opportunity to every Indian. Their minimum needs of life i.e. food, clothing, shelter, health and education should be fulfilled.
Along with economic emancipation, social emancipation is also necessary. Ours is a country shackled by great social evils for ages. We have to free our people from these age-old shackles of casteism, superstition and obscurantism to make them truly emancipated citizens. This is possible only through education of our masses.
In the directive principles of State policy enshrined in our Constitution, we had set as our goal the attainment of literacy for all children upto the age of 14 years by 1960. It has been the endeavour of the State to offer free education to all children upto 14 years of age yet 35 years have passed since then, but we have not achieved the goal. In Madhya Pradesh, in spite of Herculean efforts, we are not even half way to our target. Once again, our Prime Minister has set the goal for achieving full adult literacy by 1990. We have to make all out efforts to attain this goal at least this time.
Our quantitative achievement in education is not insignificant and this expansion must necessarily continue. All the same, we should not be satisfied with that alone, but ensure that quality is also maintained. Quality can be maintained only if we encourage the best to attain the heights they can reach. Talent and genius are not limited to any particular sections of India. However backward socially and economically these sections might be, there will be a percentage of individuals among them with high level of intelligence. They should be encouraged to develop their capacities and talents. They should get the fullest opportunities for development irrespective of their social and economic status. Once we ensure this, many flowers will bloom.
If we are able to maintain quality along with quantity, our society can attain great heights and reach the front rank in the comity of nations.
The Text Books Corporation has done a good job in gathering together talents from all the districts of Madhya Pradesh. The talented have been selected from different sections of society as well as regions for cash awards and recognition. When we give such encouragement, they will strive to attain further heights. It is the gifted and the talented few in every generation who conquer and extend the frontiers of human knowledge helping every civilisation to narch forward. Let us hope that they will be able to make their contribution to society. The Corporation has benefited them, so, in turn, society should also benefit from them. Every society has attained excellence by encouraging talent and genius.
We have now to utilize the political freedom to bring economic and social freedom and consequent equality of opportunity within the reach of our people and make our
country great. What we have done today is a small step towards ensuring this equality of opportunity in education.
Public Sector Corporations were formed to make our economy really strong and to support society by generating resources to reduce direct taxation. However, of late, many Corporations have become a drain on society resources. I am happy that this Corporation has proved itself useful to society by providing text books to the student community in time at moderate prices. It is also making profits and with it helping the Government to build at least a few schools. Today, out of its profits, it has come forward to help the more talented so that they may be encouraged to make their contribution to society. And, I have a word of praise for the Corporation for its commendable lead.

1916-ൽ ലഖ്‌നൗവിൽ നടന്ന കോൺഗ്രസ് സമ്മേളനത്തിൽ “സ്വാതന്ത്ര്യം എന്റെ ജന്മാവകാശം” എന്ന് രാഷ്ട്രത്തിന് ആഹ്വാനം ചെയ്ത ലോകമാന്യ തിലകിന്റെ അറുപത്തഞ്ചാം ചരമവാർഷികമായിരുന്നു ഇന്നലെ. സ്വാതന്ത്ര്യം നേടിക്കഴിഞ്ഞു, നമുക്ക് രാഷ്ട്രം കെട്ടിപ്പടുക്കേണ്ടതുണ്ട്.
നമ്മൾ ഗണ്യമായ പുരോഗതി കൈവരിച്ചു, പക്ഷേ നമ്മുടെ ലക്ഷ്യത്തിലെത്താനും സ്വാതന്ത്ര്യം യാഥാർത്ഥ്യമാകാനും ഇനിയും കിലോമീറ്ററുകൾ സഞ്ചരിക്കാനുണ്ട്. ഈ രാജ്യത്ത് ജീവിക്കുന്ന ഓരോ ഇന്ത്യക്കാരനും ഭയമില്ലാതെ സാധാരണ ജീവിതം നയിക്കാൻ കഴിയണം. ഓരോ ഇന്ത്യക്കാരനും തുല്യ അവസരം നൽകണം. അവരുടെ ഏറ്റവും കുറഞ്ഞ ജീവിതാവശ്യങ്ങൾ അതായത് ഭക്ഷണം, വസ്ത്രം, പാർപ്പിടം, ആരോഗ്യം, വിദ്യാഭ്യാസം എന്നിവ നിറവേറ്റണം.
സാമ്പത്തിക വിമോചനത്തോടൊപ്പം സാമൂഹിക വിമോചനവും ആവശ്യമാണ്. കാലങ്ങളായി വലിയ സാമൂഹിക തിന്മകളാൽ ബന്ധിക്കപ്പെട്ട രാജ്യമാണ് നമ്മുടേത്. ജാതീയതയുടെയും അന്ധവിശ്വാസത്തിന്റെയും അവ്യക്തതയുടെയും ഈ പഴക്കമുള്ള ചങ്ങലകളിൽ നിന്ന് നമ്മുടെ ജനങ്ങളെ മോചിപ്പിക്കണം, അവരെ യഥാർത്ഥ വിമോചന പൗരന്മാരാക്കാൻ. നമ്മുടെ ബഹുജനങ്ങളുടെ വിദ്യാഭ്യാസത്തിലൂടെ മാത്രമേ ഇത് സാധ്യമാകൂ.
നമ്മുടെ ഭരണഘടനയിൽ പ്രതിപാദിച്ചിരിക്കുന്ന സംസ്ഥാന നയത്തിന്റെ നിർദ്ദേശ തത്വങ്ങളിൽ, 1960-ഓടെ 14 വയസ്സുവരെയുള്ള എല്ലാ കുട്ടികൾക്കും സാക്ഷരത കൈവരിക്കുക എന്നത് ഞങ്ങളുടെ ലക്ഷ്യമായി നിശ്ചയിച്ചിരുന്നു. 14 വയസ്സ് തികയുന്നു, അതിനുശേഷം 35 വയസ്സ് കഴിഞ്ഞു, പക്ഷേ നമ്മൾ ലക്ഷ്യം നേടിയിട്ടില്ല. മധ്യപ്രദേശിൽ, കഠിനമായ പരിശ്രമങ്ങൾക്കിടയിലും, നമ്മൾ ലക്ഷ്യത്തിലേക്ക് പകുതി പോലും എത്തിയിട്ടില്ല. ഒരിക്കൽ കൂടി, നമ്മുടെ പ്രധാനമന്ത്രി 1990-ഓടെ പ്രായപൂർത്തിയായവരുടെ സമ്പൂർണ സാക്ഷരത കൈവരിക്കാനുള്ള ലക്ഷ്യം ആഹ്വാനം ചെയ്തിട്ടുണ്ട്.
വിദ്യാഭ്യാസത്തിൽ നമ്മുടെ അളവിലുള്ള നേട്ടം നിസ്സാരമല്ല, ഈ വിപുലീകരണം അനിവാര്യമായും തുടരണം. എല്ലാത്തിനുമുപരി, നമ്മൾ അതിൽ മാത്രം തൃപ്തരാകരുത്, മറിച്ച് ഗുണനിലവാരം നിലനിർത്തുന്നുവെന്ന് ഉറപ്പാക്കണം. മികച്ചവരെ അവർക്ക് എത്താൻ കഴിയുന്ന ഉയരങ്ങളിലെത്താൻ പ്രോത്സാഹിപ്പിച്ചാൽ മാത്രമേ ഗുണനിലവാരം നിലനിർത്താനാകൂ. പ്രതിഭയും പ്രതിഭയും ഇന്ത്യയിലെ ഏതെങ്കിലും പ്രത്യേക വിഭാഗങ്ങളിൽ മാത്രം ഒതുങ്ങുന്നതല്ല. സാമൂഹികമായും സാമ്പത്തികമായും ഈ വിഭാഗങ്ങൾ എത്ര പിന്നോക്കം നിൽക്കുന്നവരാണെങ്കിലും അവരിൽ ഉയർന്ന ബുദ്ധിശക്തിയുള്ള ഒരു ശതമാനം വ്യക്തികൾ ഉണ്ടായിരിക്കും. അവരുടെ കഴിവുകളും കഴിവുകളും വികസിപ്പിക്കാൻ അവരെ പ്രോത്സാഹിപ്പിക്കണം. അവരുടെ സാമൂഹികവും സാമ്പത്തികവുമായ സ്ഥിതി പരിഗണിക്കാതെ അവർക്ക് വികസനത്തിനുള്ള എല്ലാ അവസരങ്ങളും ലഭിക്കണം. ഇത് ഉറപ്പാക്കിയാൽ ധാരാളം പൂക്കൾ വിരിയും.
അളവിനൊപ്പം ഗുണനിലവാരവും നിലനിർത്താൻ നമുക്ക് കഴിഞ്ഞാൽ, നമ്മുടെ സമൂഹത്തിന് വലിയ ഉയരങ്ങൾ കൈവരിക്കാനും രാഷ്ട്രങ്ങളുടെ കൂട്ടായ്മയിൽ മുൻനിരയിലെത്താനും കഴിയും.
മധ്യപ്രദേശിലെ എല്ലാ ജില്ലകളിലെയും പ്രതിഭകളെ ഒരുമിച്ചുകൂട്ടുന്നതിൽ ടെക്‌സ്‌റ്റ് ബുക്‌സ് കോർപ്പറേഷൻ മികച്ച പ്രവർത്തനമാണ് നടത്തിയത്. കാഷ് അവാർഡിനും അംഗീകാരത്തിനുമായി സമൂഹത്തിന്റെ വിവിധ മേഖലകളിൽ നിന്നും പ്രദേശങ്ങളിൽ നിന്നും പ്രതിഭകളെ തിരഞ്ഞെടുത്തു. നമ്മൾ അത്തരം പ്രോത്സാഹനം നൽകുമ്പോൾ, അവർ കൂടുതൽ ഉയരങ്ങളിലെത്താൻ പരിശ്രമിക്കും. ഓരോ തലമുറയിലെയും കഴിവുള്ളവരും കഴിവുള്ളവരുമായ ചുരുക്കം ചിലരാണ് മനുഷ്യ വിജ്ഞാനത്തിന്റെ അതിരുകൾ കീഴടക്കുകയും വിപുലീകരിക്കുകയും ഓരോ നാഗരികതയെയും മുന്നോട്ട് നയിക്കാൻ സഹായിക്കുന്നത്. സമൂഹത്തിന് അവരുടെ സംഭാവനകൾ നൽകാൻ കഴിയട്ടെ എന്ന് നമുക്ക് പ്രത്യാശിക്കാം. കോർപ്പറേഷൻ അവരുടെ കർത്തവ്യം ചെയ്തു, അതിനാൽ സമൂഹം തിരിച്ചും അവരുടെ കർത്തവ്യം ചെയ്യട്ടെ. പ്രതിഭകളെ പ്രോത്സാഹിപ്പിക്കുന്ന എല്ലാ സമൂഹവും മികവ് നേടിയിട്ടുണ്ട്.
സാമ്പത്തികവും സാമൂഹികവുമായ സ്വാതന്ത്ര്യവും തത്ഫലമായുണ്ടാകുന്ന അവസര സമത്വവും നമ്മുടെ ജനതയുടെ പരിധിയിൽ കൊണ്ടുവരാനും നമ്മുടെ സൃഷ്ടികളാക്കാനുമുള്ള രാഷ്ട്രീയ സ്വാതന്ത്ര്യം നാം ഇപ്പോൾ ഉപയോഗിക്കേണ്ടതുണ്ട്.
രാജ്യം മഹത്തായ. വിദ്യാഭ്യാസത്തിൽ ഈ അവസര സമത്വം ഉറപ്പാക്കുന്നതിനുള്ള ഒരു ചെറിയ ചുവടുവയ്പ്പാണ് ഇന്ന് നമ്മൾ ചെയ്തത്.
പൊതുമേഖലാ കോർപ്പറേഷനുകൾ രൂപീകരിച്ചത് നമ്മുടെ സമ്പദ്‌വ്യവസ്ഥയെ ശരിക്കും ശക്തമാക്കാനും പ്രത്യക്ഷനികുതി കുറയ്ക്കുന്നതിനുള്ള വിഭവങ്ങൾ സൃഷ്ടിച്ച് സമൂഹത്തെ പിന്തുണയ്ക്കാനുമാണ്. എന്നിരുന്നാലും, ഈയിടെയായി, പല കോർപ്പറേഷനുകളും സമൂഹത്തിന്റെ വിഭവങ്ങളുടെ ചോർച്ചയായി മാറിയിരിക്കുന്നു. വിദ്യാർത്ഥി സമൂഹത്തിന് യഥാസമയം മിതമായ നിരക്കിൽ പാഠപുസ്തകങ്ങൾ നൽകിക്കൊണ്ട് ഈ കോർപ്പറേഷൻ സമൂഹത്തിന് ഉപകാരപ്രദമാണെന്ന് തെളിയിച്ചതിൽ എനിക്ക് സന്തോഷമുണ്ട്. ഇത് ലാഭം കൊയ്യുകയും അതോടൊപ്പം കുറച്ച് സ്‌കൂളുകളെങ്കിലും നിർമ്മിക്കാൻ സർക്കാരിനെ സഹായിക്കുകയും ചെയ്യുന്നു. ഇന്ന്, അതിന്റെ ലാഭത്തിൽ നിന്ന്, കൂടുതൽ കഴിവുള്ളവരെ സഹായിക്കാൻ അത് മുന്നോട്ട് വന്നിരിക്കുന്നു, അതുവഴി സമൂഹത്തിന് അവരുടെ സംഭാവനകൾ നൽകാനും അവരെ പ്രോത്സാഹിപ്പിക്കാനാകും. ഒപ്പം, കോർപ്പറേഷന്റെ അഭിനന്ദനാർഹമായ ലീഡിന് എന്റെ അഭിനന്ദന വാക്ക് കൂടി പറഞ്ഞുകൊണ്ടു നിർത്തുന്നു.
